I read in the newspaper that they have found bird flu near Frankfurt and so cats AND DOGS are not allowed outdoors within a 10km radius... Why dogs??!?
Is it because the eat cats, and cats eat birds?
The Chinese eat dogs so should they also be restricted from going outdoors?

Yes, we should worry about the chinese...
well here in the Munich area i thought dogs were allowed in backyards fine, but if they are out and about aren't they supposed to be on leashes? (which doesn't make heaps of sense considering an infected thing can be in the yard and unless you're sitting there supervising what the dog does it can eat it and get sick).
dogs are restricted b/c they might not eat a bird like a cat does (although some do). they'll smell it and prob try to pick it up or bite it or something so it can still become sick.
