6V won't be be enough, given that the driver voltage on standard SIMs is rate 3-6v. Maybe 50V or more might blow it, mains voltage certainly would as it's AC too. If you enter the PIN wrongly 3 times, and then the PUK or PUK2 wrongly (up to 10 times) a SIM card is blocked completely. I'm sure an ardent hacker might get at it, but for most people it's useless. Even the phone company can't get past this.
I guess you could also wack it a microwave oven on high for a couple of seconds (only!)
Edit: You changed your post from 6V to 24V, but I still think you need more...

ISO/IEC 7816-3 imposed the requirement that under no circumstances may the microcontroller of a smart card be damaged if the card is powered from voltage not supported by the microcontroller.

Do you want a defect phone, or a defect SIM card? There is a BIG difference.

Hi,
Here's a pretty basic question, but I haven't seen it specifically on these threads.
I'm an American living in Berlin for the next six months. I didn't bring my cell phone with me, since I was told that I couldn't add a German SIM card (it's not a new enough model). I was hoping to rent a handy but haven't come across anyone who rents, only those who sell. I'm also willing to buy, but most of the stores I've been to (such as O2) require a two-year commitment. Today I got some information from T Com, which doesn't require a time commitment, but the rates seem high (.20 Euro/minute to German land lines, .39 to German handys, .50 to the USA). I'm looking for the best rates I can find on calls to the States and within Germany. Thanks, any help is greatly appreciated.

PS - as one who's "fresh off the plane," let me just say that I love it here in Berlin so far. You guys have been on to a good thing for a while...

Welcome to Germsamany, yup, Berlin kicks ass.
I would go for one of these cheapo prepaid deals from say Easymobile, or Klarmobile. Calls are between 4 - 14c per minute anytime of the day or night, there is no commitment (which also means no free phone when you join). I dunno the costs of overseas calls with these tho as I use skype exclusively for calling back home

Timmeh is right. Get a prepaid card.
Simply is to be recommended for price (14cents/min to all German networks). No monthly costs. Compared to the US cellphone usage here is expensive from the outset, as the caller pays all charges for outgoing calls. Calling abroad will be expensive whatever package you get. That's simply a fact of life - you can get clever using call-through services via landlines. You'll need a telephone of course - new ones start under €50, used ones maybe less

Okay I cannot live without myhandy here in ireland and will need to get one when I go to Germany? I can't make heads nor tails of most of the websites!
I did try! Im thinking T-Mobile, yay or nay?
