i never said the queen chooses the PM, i said the largest party elects one, which is by convention the party leader, but the PM and Leader do not necessarily have to be the same person. although i agree with your sentiments about Bliar.
blair did away with all but 192 hereditary peers, all the rest are appointed life peers through the honours system. in 2002, for the first time, Labour had a majority in the upper house! there is still alot of debate going on, on whether the Lords should be 100% elected or not. Blair seems to have cooled on the idea, despite a manifesto committment to do exactly that.
the Lords do not necessarily rubber stamp, but dont usually object to the essence of a bill, but just clauses within it, as they recognise the constitutional existence of the lower house.
for example, if the government proposes new terrorism laws, the upper house would not reject the whole idea of a terrorism law, but if there were just cause, would seek to amend provisions within it. remember, the Lords is also the supreme court of the UK, and many of its members are lawyers by profession.
