Hmmm. I think "Wettbewerbsfähigkeit" is wrong, that would simply mean "competitiveness" (and "wettbewerbsfähig" is wrong in any case, as it is not a noun). Instead, I would translate the expression as "Wettbewerbsvorteil".
It was an English translation of a French text by Frenchmen, so we took the context and figured out they wanted to be more competitive "wettbewerbsfähiger" than the other sectors.
