Wetlands protection program in Germany

Does anyone know if there is a program to protect wetlands in Germany? If so, what is the equivalent German term for wetlands?

The biggest Wetlands in Germany are way up north, and are highly protected..
Unless your a huge EU company with tons of $$ that is.. Airbus wants to fill in 20% of the wetlands near it's Hamburg
Plant to build more hangers and esembly buildings for the A380 and A318

For The Hamberg Wetlands the 2 big Activists Groups are:

Association for the Protection of Hamburg’s Elbe Region
Association for the Protection of Mühlenberger Loch

More Info On this wetland

The loch is a wetland of international importance under the RAMSAR Convention, a Special Protected Area under the European Union Bird Directive and is protected by the EU Habitat Directive.

The German Federal Constitutional Court or Bundesverfassungsgericht, said that it would not grant an
injunction to stop the filling of at least 20% of Mühlenberger Loch.

The city of Hamburg has been encouraging the project, which would fill 420 acres of the Muhlenberger Loch.

Airbus have threatend to leave Hamburg if the project doesn't go ahead, taking 1000's of jobs and Billions
of Eur. with it.

UPDATE: Further Searching shows that Airbus have been allowed to continue with the project.
20% of the wetlands have been drained and filled and construction is almost complete.

Seems typical of the times - remember the eminant domain ruling by the supreme court last year?

I'm beginning to think that something like the protected wetlands program may be coming at the EU level, but that in Germany there are protected biotopes and flood control areas, but not a government run program equivalent to that of the EPA in the US.
