Cannot get this right.. closest options I have found are:

CSSF request shortly before approval (dec. 2005) (change reservations w/BAFIN)

or

CSSF-proposition shortly before permission (dec. 2005) (revisionary provisos w/BAFIN)

The problem is that these words mean one thing in normal german, but in financial, tax, law it has a different specific meaning...

Are you certain that it was "Änderungsvorbehalte"?

"Änderungen vorbehalten" would make more sense, making the sentence:

CSSF request near/shortly before approval (Dec. 2005) (Subject to change w/BAFIN)
