The EU doesn't even have an answer for my question!

It's a long, boring and time-wasting effort, requiring loads of paperwork and patience (and money!) if you want to have a chance of getting anything decent...
The Sunrise Period 1 for registered companies or trademarks began 07.12.05, Sunrise Period 2 for other registered names such as family names begins on 07.02.06, and the Landrush (anything else, but the registrant must be resident in EU) begins on 07.04.06. If you apply for names in the first 2 Sunrise periods you need to submit justification paperwork to adjudicators in Belgium. This costs around €70 and is non-returnable, even if you don't get the name you have applied for...
