If any SCART plug has any more or any less than 21 "little metal prong thingies" (known technically as "pins") then it's not a SCART by definition. It might, of course have fewer connecting cables than little metal prong thingies, so it's best to get a "fully wired SCART", that is, 21 wire connections between two sets of little metal prong thingies...
Thanks, now I know. I was thinking of describing them as "the male bits that fit the female bits on the tv socket" but thought better of it. Mighta got done for sexism.
