Have a bit of a passport emergency and can't reach anything but the automated anwering machine there.

Does anyone know how I can get in touch with a human being for specific questions regarding a fast renewal of a child's passport?

If you're talking about the US Consulate: Go down there in person, with child in tow and his/her birth certificate and old passport. They're open from like 9:00 - 9:10 daily. Slight exageration - they're open at least till 10:00. You won't get the passport on the day though, they have to send off to Frankfurt or somewhere for the machine readable kind now, but they will mail it. It takes about a week.

really going to the consulate is the best and maybe only way. I am not even sure they answer the phone. They are only open to the public until 11 am weekdays. Make sure you bring your passport or you won't get in.

The new rule is that both parents and the child need to be there if the child is under 14. You also have to bring a bunch of paperwork. The guy I spoke to said issuing a temporary passport by tuesday would be no problem, whew!
