Germans dual taxation treaty (DTA or DBA)

As part of my work, I have 2 problems to submit to your experience

1) I could not found the details of the Dual Taxation treaty between Germany and the United Arabs Emirates.
A new treaty has been agreed early 2009. But Despite my research, I was unable to find it (like the old version) or determine if the german parliament has already approve it or not.

2) In your mind, what is the country which with Germany has agreed the most attractive DTA?
