A friend of mine holds a valid French Work permit.Now she wants to apply for Italy work permit.

Do u know if its possible to get an Italian WP, when she is holding the WP of another schengen country? - In this case France
(she tried to cancel the France WP, but the French embassy declined the cancellation!!! )
Its a newly issued WP, and she has never travelled to France too..

So is it possible to hold Work permit Visa for 2 multiple Schengen countries? Thanks foe helping me..
