My brother requested to German authority to process his visa on urgent basis because his university's lectures will begin on 1st October,2009.This sentence which I have written below is the answer he got from German authority.

It appears they are questioning your brother's competence to be and claim to be a student. This is something Germans do and most countries would before issuing a visa. Security here is very tight coming up to the elections so they are just running a few checks I'm sure that no idiots get into this fine land. I'm sure he will get an answer by... November.

Based on my recent experience with visas (both for Germany and the UK), I am going to go ahead and assume that no serious importance will be given to the urgency of your brother's situation. I too am currently in a similar scenario, and after three weeks of waiting for what I was told was a 99% chance of getting a visa before yesterday, I am now forced to go to the US through an expedited process and then fly back. Luckily, we students are one of the wealthier demographics
Though it seems, based on people's responses, that it is indeed being sent to some "special" E313 authority, I would never presume that you will get it in a few days. Prepare for the worst and hope for the best.

There's some more information on
zuständigkeitshalber on the Proz page. It's basically one of those long, vague, complicated words frequently found in German that could simply be deleted without actually affecting the sentence in any way.
