I'm sure there's a lot of cheering going on in Moscow, Tehran and Hollywood too. However, the Poles, Czechs, and other former Eastern Block countries will still have to sweat things out and wonder if Nobama & Co. are really committed to helping them.

Whether or not it was intended to target Russia (officially not) it was perceived by Moscow to be targetted specifically at them. The decision to go ahead with it fundamentally damaged relations with Moscow, particularly for the UK, Czech Republic and Poland who had been the strongest European supporters of the plan.
So, whether or not Moscow is cheering - we certainly should be cheering at any move to de-escalate the standoff between Moscow and Europe.

It was a bad plan from the beginning. Good that he got rid of it. The last thing we want is another standoff in Europe. It was not directed against Iran in anyway, if it was, it should well have been planned in Rumania and Bulgaria not Poland and Czech republic.
Eastern Block countries will still have to sweat things out and wonder if Nobama & Co. are really committed to helping them.
Help them about what???

Read the article. It's called a "missile shield" which is used for missile defense, not aggression.

How effective is missile defence. If it is a one off stray missile the shield 'might' be able to thwart it. But if it is a full fledged missile attack, the missile shield can only look on helplessly.
Picture this, The only logical reaction to such a shield is strained relationships, with all concerned parties, and another shield from the part of Russia, becuase they dont like all these missiles sitting in their neighborhood. The missile shield would also be capable of aggression, right?
Nobody views the US as a bunch of peacefull well-wishers whose only aim is to protect the poor europeans from the Nuclear missiles of Tehran. That is of course, except the US Americans, nay, only some US Americans.

As I recall the plan called for a radar in the Czech Republic and 10, count them 10 or so, anti-missile missiles in Poland to defend Europe against a long-range missile threat from Iran. Of course, Putin and his KGB friends and their flunky President, Putin's Puppet, were all upset about a perceived growing Western influence in the East. Don't these rich Commies realize that they lost the Cold War. No....they don't. There's no doubt that Iran is increasing it's nuclear production and missile technology. But I guess Barry thinks that's OK and if Iran threatens Europe, well, that's ok too. I'm sure his messiah rhetoric can persuade them not too. Haha. Fat chance. Next, Nobama will appoint Alec Baldwin as US Ambassador to North Korea!

ostensibly it was for defence against Iranian missiles though how on earth facilities in Poland could effectively intercept missiles fired from a country that up to now only has a history of relatively short range missiles is beyond me. It is therefore totally unsurpirsing that Russia felt threatened by it.

I seem to recall Putin
saying he'd allow Russian radar into the net to defend against Iranian missiles. Response: embarrassed silence. Kind of gave the game away.
Moscow suggested that the US could use a Russian-rented radar site in Azerbaijan, which shares a border with Iran.
Former President Putin also offered use of a radar site in southern Russia and proposed working with the US and other European countries on a joint defence system.
But the US showed little interest in either idea.

I read, granted online, that 16,000 americans were murdered in the United States. I had hoped the idea of a missle defense shield would have protected them. Less police and social programs in the U.S. and more missles in Europe. Makes sense to me.
