Hi All,
I'm a non-EU state master student who is holding scholarship (1000 euro per month) in Berlin.
My wife is also non-EU state citizen, not a student and she has gave birth in September in Berlin. We haven't never worked here in Berlin (I've been living here since March and my wife has been living here since August)
Are we eligible for Kindergeld or Elterngeld?
Will be there any allowance for our baby?

I haven't got much of an idea about the dynamics and bureacracy surrounding your baby situation.. but if you're a student like me then you had to sign a contract when you applied for your visa/residence permit as a student. In this document it states that you will not actively seek (and receive) monetary support from social services here in germany, including elterngeld. If you signed this contract and then violate the terms.. they have grounds to kick you out of germany. As for your child (german citizen?) he or she may have the right to kindergeld etc.. like i said, no idea.... but i would check your visa/residence permit... if you have signed that document... id say you're up for difficulties in receiving support, i would also ask at the auslaenderbehoerde as they can tell you exactly what's available (and what not) to you.

We are from outside the EU and we get kindergeld for our two kids.

nope. only german if one parent is. (in simplest stated terms).
