In Britain, or at least at the company in Britain I used to work for, there is a separation between a person who designs what a website looks like (and also sometimes the information architecture) and someone who actually builds it. So of course this is the difference between a 'web designer' and a 'web developer'. But as far as I remember, this division is a lot fuzzier in North America, where a 'web designer' is often expected to do both design and build. My question is, what is normal in terms of German web design? What skillset is expected if you advertise yourself to agencies as being a 'web designer' in Germany?

I think it's gone the same as UK - "skill set" will depend on the size of the team you are working with -> in a small team you will need to do more - big team each person will be more specialised.
