shw'mae, butty. It is certainly colder than Cardiff in the winter but not massively colder and certainly not something you can't get used to. The sky tends to stay grey and miserable for long periods which is worse than the cold. The summer is a mixed bag, really. When it is hot, it is really nice but we have plenty of rain and miserable weather.

Wow small town boy...it get's alot hotter than that in cardiff in summer haha. It's almost 30 now

I lived and worked in Passau for 13 years. The hottest I experienced was 41°C /100°F. The coldest was around -10°C/15°F.

The town tends to be extremely foggy (average is 122 foggy days per year!). That's due to the very cold Inn river meeting the comperatively warm Danube there. The fog can't escape the narrow valley and stays like a lid on top of the town. If fog depresses you, I recommend you get an apartment in one of the neighbourhoods higher up in the hills, for example Kohlbruck, Rittsteig or Grubweg. Those will be above the fog-lid, most of the time.
"Downtown" is to be taken literally in Passau - the town center is the lowest and hence the foggiest point (and gets flooded at least once per year). It's also much hotter and stuffier in summer as the breeze can't enter these narrow winding streets. The suburbs in turn are a little colder in winter.

If you intend to use public transport, I recommend you bring a fan in summer. The buses are simply unbearably hot then. Using a fan like a Victorian beauty may look ridiculous (esp. with a male) but IMO it's way better than sweating like a horse.
