Boobs in the German Newspapers

I find the frequency with which I see breasts prominently displayed in the newspaper (not sure which, Bild I think) curious and amusing. Are breasts often involved in news stories here in Germany? Perhaps, I'm not getting out enough, cause I'm certainly not seeing my share of bare breasts around town. These photographers always seem to be at the right place at the right time.

So, can anyone explain why all the breasts in the news? Not that I'm complaining, but I really want to understand this phenomenon and what the text surrounding these "boob" stories is saying.
