Halsey wasn't in the move, they were talking about Halsey's Autobiography. What Capt. Ramius actually said was
"Your conclusions were all wrong, Ryan... Halsey acted stupidly."
Well Ramius was not quite correct. Halsey was quite adept at the sort of "naval blitzkriegs" that marked the last stage of the Pacific War.
But on the most famous occasion he did act stupidly. At Leyte Gulf. This is not just 20/20 hindsight. Arleigh Burke guessed at the time that
Ozawa was bait. However Halsey's mistake was not in attacking Ozawa. Even knowing that Ozawa was bait he should have done so. However
the battleships should have been left behind to cover the invasion force. Halsey had more then enough to handle both goals but failed to
practice proper economy of force.
The reason Halsey was right to attack Ozawa was that even if the Japanese succeeded, if the carriers were gone they had only gained
a respite. But if the carriers remained the Japanese might have time to recover their air power enough to hold their own. If the Philippines
fell to the Americans then the IJN effectively would cease to exist.

I know that but why did Ramuis say this? Was it because of his actions for the entire war or maybe for his lighting up of an aircraft carrier at night after one of the naval battles.

Since stardate 48293.7 all Starfleet photon torpedos have been fired using both the NCC-18247-A proximity safety protocol and the NCC-18315-X limited range self destruct system. Removal of the either of these systems is at the discretion of the command officer but is not recommended except in extreme close combat situations or when the crew really need to beam down to a Intergalactic Burger King.
Even Vulcans get the munchies.

On the one hand, that fully-operational battle station is invulnerable. On the other hand, the crew of the Enterprise are suprisingly adept at inventing entire new technologies, if not sciences, when needed. So no doubt they'd knock something together.
My bet is on a photon torpedo, transported directly into that French toilet hole in the side of the Death Star.
