My girlfriend has a Arcor -Easy Box A 400 that is setup and works fine on her Windows XP SP2 laptop.
When I try to connect with my Windows Vista laptop I'm unable to get a connection. The network status goes something like this...
Network-Connecting...
Network-Limited access...
Network-Disconnected...
It repeats this over and over and I'm unable to ever get a connection. The network settings on both computers are almost identical and her laptop appears to have no applications that might have been provided from the ISP. I cant understand why it wont connect!
Can anyone please shed some light on this situation for me?

Let's just put it it this way. Windows XP fixed all the networking problems that Window 98 users had. Vista re-engineered networking to a pre-Windows 98 state.

Try turning off your firewall and see if that works.

This may sound like a stupid question but its always good to ask.
Have you configured the connection on your laptop with the user account/password required?
I would also disable ip v6 and any packet scheduler. (can be found in the connection properties->tcp/ip.
