Are they going to allow people to smoke inside Oktoberfest tents this year (2008) or is it banned?

This year is an exception to the already existing ban, so in 2008 there will be smoking.
But no cigarette sellers either stationary or mobile.
Next year (2009) is supposed to be no smoking. The Wies'n Worte are looking for a solution.

I have been passing in the construction site and noticed that now there are brand new (and big) cigarette shops just outside the big tents... so they just moved their business outside. But people will still be allowed to buy outside and smoke inside... bah.

*Newsflash*
The sale of tobacco is still legal, people tend to smoke when they drink and the Wies'n is the biggest beer festival.
The smoking inside the tents is a one off exception to the Bavarian law, the strictest in Germany, that bans smoking in licensed premises open to the public.

State elections next week and we just MIGHT see the end of 40 years of one party rule by the Bayerische Einheits Partei.
We will see what happens.
