Tunisian driver's licenses can't be converted

Hello there!
I am from Tunisia and I have been here in Hamburg since one week. My concern is about my driving license. I have been told by the (Verkehrsamt Hamburg) that only European Union driving licenses are allowed here. I can use my driving license only for the six months after my arrival here, then later I should make a theory test and practical test to get a German driving license. It is totally unbelievable...If I can't drive, why they allow me me to drive the first six months!!! My brother lives in France and the french authority gave him a french driving license after just giving them the Tunisian driving license.
My question is for those who are not from European Union countries...If any body has been through this procedure...any advice... I will be very greatful.

If you want to drive in Germany after the first six months of your stay here you´ll have to take both a written exam and a driving test in order to get a German driving license

Hi Baila, make sure you don't have to pay the full enrolment fee when you register at your driving school. Many schools give you a discount when you are converting a license. The difference could be up to 100 euros. And keep watching this list of accepted countries to make sure your country hasn't been added in the meantime.
