Hi. I have a german friend who has lived in England for at least 20 years,her problem is that she moved back to Germany about 5 years ago and sadly after a year things did not work out for her so she moved back to her house in England.The problem now is that when she was back in Germany she registered as a resident there,and on her return to England she did not let the German authoroties know about this,now that her German passport has expired the embassy will not accept her U.K. adress and want proof that she no longer lives in Germany,does anyone have any ideas on how to resolve this?Currently she cannot leave Britain as she has no passport whatsoever so she can`t even go home to Germany to sort this out and the embassy in london will not help her even after three visits,once again any ideas,best wishes,Alan

She can travel back with her ID card.

The first reply refers to "genuine emergency" - which a personal oversight is probably not.
On the second, an Ausweis expires too, so she may not have a valid one of those either.
There are several options for EU residents in the UK to get documentation that proves UK residency (but perhaps not retrospectively and only under certain conditions) - a quick web search of the relevant UK govt websites should tell you more.
Otherwise, what proves UK residency? Council tax registration? Tax records?
Can a German relative / associate get more info from this end?

Perhaps one of the UK "Registration certificates" or a "Permanent residence" certificate would suffice?

She needs to de-register (abmelden) at the place she registered in Germany, a friend/relative can do this with her with a power of attorney (vollmacht) provided by her. She should then take the piece of paper "Abmeldebescheinigung" to the embassy in the UK.

As long as she hasnt been "abgemeldet" then, as far as the German authorities are concerned, she still lives in Germany. Get that sorted first (she will probably need to travel back to Germany on her ID or a temporary Passport) and things should be ok. She may be liable to a fine though.

My Dad had to convince the German authorities that his uncle had not been living in Germany for the past 20 years - they were adamant that he must be, since he was still registered as living in Germany. The fact that he had been living in an old folks home in Ireland the whole time was practically irrelevant to them!
