I did my due diligence and searched TT before posting this but am still slightly confused as nothing seemed to pertain to my exact situation. So perhaps someone can help me.

A Czech student visiting her friends in Germany answered my ad for a babysitter. I said I had to pay "on the table" and pay all the taxes and such, so she needs all the legal papers. She said no problem, she'll go to the proper offices and get them.

Upon arrival she amassed a stack of papers but was told she still couldn't work. She was told she needed to get something like a freelancers' work permit that could take as long as three weeks to get.

1. Does this sound right? Isn't there something like a working holiday for her. She's not studying here and will only be here until Aug. 30.
2. Can she sill work for me UNTIL she gets her permit?
