Which country of permanent residence to give?

I am an Indian national living in Germany since 2004. I currently work in Freising and have an Aufenthaltstitel based on my one year old marriage to my German wife. I still have not completed my time before getting a Niederlassungserlaubnis, so officially my country of permanent residence is India, though I am registered and living in Germany.

I am going for a PhD in the US and am appearing for a student visa interview at the US consulate in Munich with my wife (I will apply for an F-1 and she will apply for a dependent F-2 visa).

Would it be strange to enter different countries of permanent residence for the two of us (India/Germany)?

I am also aware that it is generally not recommended to apply for a US visa outside one's country of permanent residence, but I am living in Germany and have relatives here for a long while. Also, applying in India would have made my wife an "outsider" there so it would cut both ways.

I am confused whether I should enter Germany as permanent residence, due to my living here and having a household here, yet not having a "permanent settlement permit".

Could someone please shed some light on this?

PS: I do have a permanent house in India (my parents) and have substantial ties there as well.

Hmmm I would actually suggest that you put your German address for the permanent residence, I doubt that this refers to your visa status in Germany, and I do think it might be a bit odd for a married couple to put two different countries as permanent residences.

Hi,

Me too applied for a visa from Germany, even though your PA in India, you are married with German. So you are eligible to apply from Germany. So give your address in Germany. They know your visa in Germany will be extended further. But I am not sure about your Niederlassungserlaubnis in germany, normally if you married a German national , you will get it Niederlassungserlaubnis after 3 years. So your move before 3 years will affect your Niederlassungserlaubnis in Germany. Please consult with officials in KVR.
