Repatriation upon employment termination

Are employers obliged to offer this?

Are German and US employers required to return employees to the US upon termination of employment even if the employee was already in Germany?

Kinda vague question, clearly leaving out a fairly hefty chunk of important information. Ok, from the daft question that you've asked, no of course an employer is not obliged to send you back to your place of origin. When your employment is terminated it's up to you to sort out your own stuff.

usexpat, you mean like the opposite of relocation expenses?

Companies often pay an employee's expenses when moving between countries.

I've never heard of a company offering expenses to bring them home again, not if the employee is not remaining an employee.

Some do, many teaching posts for example offer this - it really depends on your contract.
If it isn't stated clearly in it that such repatriation is covered, then probably not.
When the cause is in there, some companies restrict repatriation to a minimum period of employment before you can take advantage.
For the record, have had 2 previous positions as well as my current one which include this.
